Can my dog wear a collar?

I want to take my dog out for walks but she's never satisfied with any collar. We've wasted quite a lot of money with collars, and I'm afraid to try any other brands. We've put on a collar for her to wear at home, and after 2 days or so of itching she acts lethargic, just lying and sitting around all day. When offered a treat she doesn't eat it and she doesn't want to play. So my mom told me to take it off, and this has happened for about 3 times. I want her to get used to the collars, so am I just buying the wrong kinds or is she just "sulking"?
I remember a trainer said that her neck was sensitive(it's true, she's a chihuahua and has little fur on her under chest/neck) and said that we should give her a bandana to wear on her neck and a collar over that bandana. Will that work?
We've tried harnesses too, and she still gets uncomfortable with them. Also our harness is a little too big for her.

Of COURSE she can wear a collar. Doesn't matter if SHE is satisfied with it, she is a DOG. You are the human.

Get a collar you like that fits (should be able to slip a finger under it easily). Put it on her. Let her go through her sulking period, she can't do it forever. Just ignore the behavior completely and go about life business as usual.

She should always have some sort of visible identification on her in case she gets loose.

She is "uncomfortable" with collars and harnesses because she isn't used to them and because they aren't fitted properly.
